About Maculature

Using pulp as a raw material replaces wood in the papermaking process, which is extremely important for saving natural resources and protecting the environment. According to the myth of limited fibre life cycles, the fibres that make up paperboard can be recycled more than 25 times without significant loss of quality. Another recent study, “Recyclability of Carton Board and Carton”, confirmed these findings, concluding: cardboard can be recycled more than 25 times with little or no loss of integrity. The industry continues to innovate to ensure sustainable, safe and hygienic packaging for the future. With up to 25 times fibre reuse without loss of integrity and a competitive environmental footprint, corrugated packaging is a sustainable alternative to reusable plastic containers.
The current system for collecting, monitoring and distributing waste is structured according to the type of waste as follows:

As for the collection of paper and cardboard waste, this is done methodically from several sources:

Authorised economic operators, according to Ord. MMGA 1.229/2005 amended and supplemented, in order to take over the annual targets for recovery and recycling of packaging waste;

Unfortunately, the most important potential source of maculature, which is the population, is currently poorly exploited. It is estimated that of the total amount of paper and cardboard waste generated in a year, approx. 60 % is generated by the population and approx. 40% in the industrial-commercial cycle. The collection of waste from the population in general, and waste paper in particular, is handled by several systems, but no more than approx. 10% at present. The problem of collecting waste from the general public (including paper waste) is very complicated worldwide. In Romania, the main factors expressing this complexity are:

Lack of environmental education, in urban or rural, young or mature populations;
Lack of an incentive system for the selective collection of waste and in particular of household waste, coupled with a voluntary system;
Lack of a sufficient number of containers and bins made available to homeowners' associations (for block housing complexes) or large containers for house/villa type housing estates;
City-level sanitation units, paid for by municipalities, do not carry out effective selective collection from sources, for various reasons;
The problems of logistics and transport, of selective collection from sources by categories of recyclable materials (metal, glass, paper and cardboard, plastic) are not solved at the level of cities and especially at the level of the population;
No more severe penalties, up to the withdrawal of the right to operate, are applied to companies that do not comply with their obligations for the separate collection of waste. There are many companies which have obtained operating permits without having contracts with the authorities for the collection of waste, or for taking waste from authorised collectors for sorting, even though this is an obligation of these companies.
